NRA-Backed Right-to-Carry Reform Bill Filed in Mississippi Senate!

I'm not sure I completely understand the intent of this bill, but it bears scrutiny and probably our full support.

This week, State Senator Joey Fillingane (R-Sumrall) introduced SB 2469, a comprehensive bill reversing or rolling back many of the restrictions on where concealed pistol permit holders can lawfully carry. The measure has been referred to the Senate Judiciary A Committee, and we will keep you posted on when the committee schedules it for action.

Got a link to some info on this bill? I don't want to be calling or emailing a senator and start talking out of my @$$ and something isnt legit...cuz then we just look incompetent

Has anyone read this? Seems like it is proposing legal carry on college campuses, if I read it right. Line 293 - 296 is what I am reading...

Y'all need to read this bill. The pdf version is at (http://billstatus.ls.state.ms.us/documents/2011/pdf/SB/2400-2499/SB2469IN.pdf). I think that the proposed changes are underlined.

Dear Lordy Jesus I hope so!!!!! Cuz last time I checked at least 99.99999999%(made up % obviously) of school shootings(and other forms of violence on campuses) actually took place at school....go figure huh???

This could be really good!!! It says "except in restricted areas" of schools...and goes on to define a restricted area as an area checked by metal detectors and such. The changes start showing up around page 9 I think

I'd love for this to be the case, however, (and I'm no law major) as best I can tell that section is talking about a judge, not your average permit holding citizen.

Hmmm. Looks like it is not all good.

It would require bars and restaurants that serve alcohol to be posted if the owner wants to ban guns (rather than automatically banning all guns where alcohol is served.) But it would also allow bar owners to allow their employees and vendors to carry guns in such bars and restaurants if the owner wishes.

It would still ban guns on campus at athletic events, all elementary schools and high schools, and in secured areas of colleges:

No license issued pursuant to this section shall authorize any person to carry a stun gun, concealed pistol or revolver into ... any school, college or professional athletic event not related to firearms;...any elementary or secondary school facility; the secured areas of any junior college, community college, college or university facility other than for the purpose of participating in any authorized firearms-related activity


"Secured area" means any area to which access is restricted or limited by the use of metal detectors or security personnel conducting individual screening as a means of restricting or limiting access.


It would allow carrying in the check-in part and in the parking lot of airports.

And they are adding this authority to allow counties and municipalities to ban guns in county and municipal parks:

This section and Section 45-9-51 do not affect the authority that a county or municipality may have under another law:

To regulate the carrying of a firearm at: (i) a county or municipal park or at a public meeting of a county, municipality or other governmental body; * * * or (ii) a nonfirearm-related school, college or professional athletic event;


That last change is a bad thing.

I'm currently in college...and in the 3 years I've been at southern I've never seen a secured area, as defined by that amendment. They basically don't exist on college campuses except in really special areas(that I'm not aware of).

And as far as parks go, how is that any different than a store owner putting up a no guns allowed sign(bars included since you didn't like that idea)? I highly doubt many areas would actually take those steps for their parks, and if they did what're the odds that Rey will go through the trouble of posting a sign or whatever the requirement might be to make the ban actually applicable? My guess is not good, and if it isn't marked, then I would not personally worry about it, like in a store that doesn't have up a legal sign disallowing firearms...

Either way you spin it this is still a vast improvement from what we have now, with the exception of athletic events....but concealed means concealed right?

Doesn't matter so much for me since I graduate in august(hopefully) since even IF the legislation passes it won't go into effect until July. And after I graduate I'm not going back to a college athletic event if I can prevent it

NRA-ILA missed the change that inserts "county or municipal" in line 414:

To regulate the carrying of a firearm at: (i) a county or municipal park


Currently there is debate on whether or not cities and counties may ban guns in city and county owned parks.

Some cities and counties have done so, but there has been debate on whether or not they have that authority.

This change gives them that authority.

I'll never understand the school or pro athletic events thing though...I guess with that many people they don't want anyone playing hero, which is a good reason, but my big butt would be either holding up in a bathroom or closet somewhere I could defend, or making a break for it.

The more i think about it, I can't think of any reason why they wouldn't pass this bill, as it still upholds the ban in areas they would see as most important(areas that it would ideally protect them).

Guess we'll see. Is there a site that updates with all of this stuff? One of the news stations facebooks was doing it a couple days ago, so I wrote all of them to post updates today but I doubt they'll do it since it's not weather.

I might just hold my breathe today...I've got a good feeling

Looks like it, I've checked it twice now, with a new update time at the bottom of the page each time. They have a full calendar on the same site that allows you to see what was discussed and voted on each day
