Out-Of-State Handgun Sales/Transfers

I am helping my Mom sell a revolver. We both live in MS but the buyer is a TN resident with a CCW Permit. After reading rh ATF laws I understand that it MUST go thru an FFL in TN. He will not need to do the background check. Is this correct when dealing with handguns?
Will my Mom have to be present to make the transfer or can I facilitate this as the Owner?

You need to find out if his FFL will accept from a non FFL(you). If he will you can send it to him. You will need a copy of his FFL to show fedex or who ever you send it through that it is going to him.
If not than you will have to take it to an FFL here in ms and let him ship it to his.

Thanks. i need to clarify. I live in MS near Memphis and the seller is in Memphis so I won't have to ship. I wil do a face to face at his choice of FFL.

The way I understand it the same rules apply.

In all seriousness I think it depends on the FFL as to whether you drop it off or ship it. I recently had one transferred from Memphis and the FFL hand delivered it to mine in Olive Branch.

I'd say the best thing to do is call an FFL in you area and talk to them.
