AP handgun bullets??

so i was flipping through castboolits for sale section and came across these... holla base ball ammo.. aparently ATF shut these guys down after the ban... HOW are these illegal but barnes all copper bullets aint???

at 83gr's i bet they are flying out the end of the barrel!!!
