Requirements to get new endorsements on ccp

Finaly found a gruop I can hang with, glad to be apart of Msgunowners . H feedback ey, whats the deal the governer signed
a new admendment to the CC law and require a later writing of the regs. Does anyone know where these are in print?

In Mississippi a battle is shaping up between lawmakers who approved a law signed by the Governor, and the bureaucracy charged with enforcing it.

Critics say the Department of Public Safety wants to put its own spin on the law, and they claim that's unconstitutional.

This law applies to gun permits and where qualified persons can carry concealed weapons.

Lawmakers made their intentions clear in the law, signed by Governor Haley Barbour, but the Department of Public Safety, charged with enforcement, seems to have a different view.

A new law in Mississippi now gives him the right to carry a concealed weapon in Courthouses, City Halls, and Church if the person's had special training from an NRA instructor or another nationally-recognized organization.

Lawmakers wanted to offer a benefit to gun owners who get additional training.

Problem is, Mississippi's Department of Public Safety, charged with enforcing the new law apparently won't recognize it.

Oxford Attorney Reed Martz ran across the problem when he checked with DPS. "They have not followed the administrative procedures law which requires them to publish proposed rules and regulations and take public comment" the attorney said.

He says DPS refuses to recognize any training completed before the law's July first effective date, and has yet to approve any instructors or courses since.

DPS Attorney Timothy Smith says the department decided to design its own training requirement quote: "because of liability concerns".

But Martz and others say the law doesn't provide for that.

The department has had since March 11th, when the governor signed the bill into law, to prepare. .

The three lawmakers behind the bill sent a letter to DPS Commissioner Albert Santa Cruz asking him to implement the law exactly as it was written.

Asked if that changed the department's plans, a spokesman reportedly said, "no".

I am one of the approved trainers for the CCW Classes. If you send me an email at douglasmbowser@yahoo.com, I will send you a few files that I think will answer your questions.

When carrying in the new places allowed by the law, be sure the police in the area have received the memo. In other words, don't make yourself the first test case. It is expensive. I have asked the McComb City Police Officer and a Pike County Deputy Sheriff about 506 and neither of them have heard about it.

The DPS has backed away from their original position on 506. They originally wanted a 16 hour class and the shooting of 450 rounds of ammo in the course they wanted to approve. Clyde Morgan, Cliff Cargill and I met with some State Officials and voiced the opinion that such a cousre is unreasonable in that the cost would be $200 + $200 for ammo. We also pointed out the law said a firearms course as offered by a Nationally recognized organization. There were other members of MS Gunowners that worked on this issue and we should all be grateful for their efforts.

I did not have any problem getting approved to be an Instructor by the DPS. We have conducted 2 classes in McComb and have another planned for February 3-4, 2012. Most of the issues with the DPS have been settled. I do not make any money for teaching the classes. The fees charged by the gun club are for expenses and to help our Junior Shooting Programs.
