A move in the right direction?

Isn't a permit unconstitutional as was the poll tax and literacy test? You have the right to carry or you don't. It reads as though it got through the committee and to the floor (I thought they were not in session, shows how I keep up) . Only hope for a roll call vote.

Myself, I don't understand why this should be even necessary--it should already be understood per Article 4, Section 1. Granted, some states have requirements that are not where they need to be, but that should be for the voters of that state to improve upon. My driver license is valid in every state, and a car can be just as deadly as any firearm.
