how about recoil?if its enough to cause a slight flinch, you might have a muzzlebrake installed or have it ported to reduce felt recoil.

To check bedding grab the barrel and stock and pull each other and see if there is any movement in the stock. There is no "anheasive" to hold them together its bolted to the stock. But if the wood and metal is a poor fit there will be very little contact and can move under recoil. Normally the most you see with bad bedding is 1moa or so at the worst over a good bedded rifle. If bedding is the problem I would epoxy bed the rifle. Google glass bedding and you will find tones of info.
When you say it is not accuracy. What groups are you getting at 100 yards? Also check that the stock bolts are tight. And don’t use the craftsman's screwdrivers on gun screws you will mar the crap out of them. Gun screws are parallel ground not tapered like the craftsman drivers or house hold screws. You need a hollow ground gunsmith bits that fits the screws tightly.
What brand and kind of scope? I would put my money on bad scope or scope moving under recoil. Loose scope mounts. If it is a Tasco or similar scope trash it and get a decent scope. Those things are junk.
2ed guess would be copper build up in the barrel. Get some foaming bore cleaner and let it soak. and scrub and scrub. Hoppes do not remove copper you will need a good copper remover as the 7 mag does build copper fast. After 20 shots or so you will see accuracy start to degrade.
3rd. Are there any nicks in the crown of the rifle?
