That looks exactly like some brass I was given the other day. It was some kind of weird round shot in a Taurus Judge. The particular piece of brass I was given was about 2 inches long or so. One of the loaded rounds he showed me looked like it was loaded with a full wadcutter. I have never seen anything like it.
