I understand the need for continuity in production. I don't agree with the developer being required to "turn over" manufacturing rights. I create something and have to give someone else the right to make it and profit from it? That's not right. I don't blame Colt for backing out with their newest weapon!

yeah I agree, letting other companies in on secrets is a rather strong deterrent from accepting/offering the bid. Colt is a solid manufacturer.

"The official said he was not surprised because the propellant in green ammo is “so filthy” some manufacturers have needed an ultrasonic cleaner and rubber mallet to get a bolt out after firing only a few thousand rounds. The Army this spring provided competitors 10,080 rounds (six cases) of M855A1 Enhanced Performance Rounds, aka “green ammo.” This was done so manufacturers could fine-tune their weapons to the ammo’s unique characteristics."

Anybody see another original M16 fiasco in the works? How many soldiers will die, this time in the effort to be politically correct?

Well, Garand was a government employee at the time, and he voluntarily gave up any claim to the M-1 rifle. Not exactly the same. On the other hand, it is common for the government to pay for most of the cost of development of complicated weapons systems, i.e. fighter planes, ships, etc.

Besides, it's not as if Colt and the others have the option to sell their product/inventions on the open market - it's the U.S. government or no one.

Only if by a ton you mean two each. In WW2 springfield and winchester only made the Garand and only Willys and Ford made the jeep. Willys sued Ford before it was over for stamping Ford on the back but the company that really got screwed was Bantam, the inventor, sort of. The army decided Bantam couldn't meet production so gave it to Ford and Willys, Bantam got a contract for trailers, talk about getting the crumbs! The way the courts saw it, it was a vehicle designed by army ordnance, IIRC.

Well, the main thing to come from this is that the .223 will be the round of choice no matter the platform. The pretenders to the caliber thrown, no matter how good will be put on the back burner.
