SB 2136 Enhanced Training Requirements
First concealed weapon bill of the year...it will remove the training requirement for military and law enforcement to get the enhanced permit.

Sounds pretty good to me. My dd214 hasn't done me a hell of a lot of good to this point and I haven't gotten around to attending a class, yet...

Hell I tried to use all my experience as a PMI (Primary marksmanship instructor) from the Corps and civilian training and they wouldn't let me get anything in either MI or NC, maybe things will change now haha.

Not saying all of you are not deserving of a break...cause in my mind you are....
But.....I would not get overly excited...DPS has a way of taking what our Legislature passes and then fiddles with it....till its not recognizable any more....

True, they take spirit of the law and stand it on its head.
BUT, even if there was a stipulation that you had to show proof of handgun qualification while serving my dd214 shows as much. I was, after all, an active duty MP (5811) for seven years.

So if they follow the spirit of the law, showing your DD214 , they would have to give you the endorsement? This after July 1st , 2012?

I would like to play Devil's Advocate on this subject. Military training is a lot different than Civilian and Police training. I personally would like to see Basic Pistol or Personal Protection training for all applicants (except for Retired Law Officers) desiring a Firearms Permit in Mississippi. There is a good chance that a requirement for training would increase the reciprocity of the MS Firearms Permit to the level of the Louisiana or Florida CCW. This would mean that 38 States could recognize our Firearms Permit.
Another thing, the MS DPS will not recognize training given to a Civilian before 7/1/11. Why should they recognize 15 or 20 year old military training, that may not even have been with a handgun.
I will have no finanical gain in this matter. I receive no pay for the MS Enhanced Training that our club offers. I don't want to see the training requirements weakened, so other States may not recognize our CCW.

I agree with everyone should have at least a firearms handling course at a minimum. But if you can prove you shot or carried a handgun ( know in the Marine Corps you get a separate qualification for it) that should be enough to at least bypass the handling aspect of the permit. But that comes with stipulations as well. It would have to be since 2000 at least. Now on bypassing the full training everyone needs to go through that as the civilian laws and rules are nonexistent in the military world.

Why just retired LEO? What about full-time and part-time/reserve officers. Under state law they can carry on the badge, but some departments have policies that prohibit off-duty carry. The only way they can carry concealed is with a permit. Shouldn't they be exempt from the training?

I agree, why 2000, seems arbitrary.
I could see having a test on the laws, much like a drivers license test. I don't see a convincing argument for requiring a demonstrably very qualified individual to spend the time it takes to attend one of these classes every five years.
I'm the first to tell anyone that shooting is a perishable skill and has to be practiced. That's a personal responsibility issue that a one day course can't fix.

I will answer your questions between the lines.
I know this is for LT DAN but I have an opinion as well,
I am a very experienced NRA, USAS (Olympic Committee) and 4h Level 2 handgun trainer. If I had not signed up to be a MS DPS Approved Instructor, all my training before 7/1/11 would have been null and void in the eyes of the MSDPS. I would have had to participate in a class approved by the MSDPS. Why should there be such a double standard when it comes to the training? The way the Proposed Law reads, there is no limit on how old the training is for the military people. Also military combat training is a lot different than the training we give Civilians. I know there is training for handguns with Military Police, but the Proposed Law does not differentiate. I believe it is too broad and covers people that may not have the proper training. Here are my qualifications that the MS DPS would have ignored in having an Enhanced Sticker put on my MS Firearms Permit:

I have little knowledge of the policies of individual Police Agencies. I assumed part time officers could carry and would include them as retired LEO's. As LEO's get older, a refresher should apply, the same way a eye test is given for driver's licenses.

Y'all are a couple of the most knowledgable guys on the forum and I value your opinions, so please, I'm not trying to be argumentative, I just want to know more about why you made these decisions.
I entered the Air Force in '75 as Security Police. I had very intensive training in several weapons including handguns. Sure, that was a long time ago. I have also been reloading and shooting since then. Are you saying I need more training?
I am a part-time law enforcement officer. I received the same training and have to meet the same qualifications as full-time officers. I have to re-qualify every year just like full-time. Are you saying I need more training?
I know this is for LT DAN but I have an opinion as well,
I am a very experienced NRA, USAS (Olympic Committee) and 4h Level 2 handgun trainer. If I had not signed up to be a MS DPS Approved Instructor, all my training before 7/1/11 would have been null and void in the eyes of the MSDPS. I would have had to participate in a class approved by the MSDPS. Why should there be such a double standard when it comes to the training? The way the Proposed Law reads, there is no limit on how old the training is for the military people. Also military combat training is a lot different than the training we give Civilians. I know there is training for handguns with Military Police, but the Proposed Law does not differentiate. I believe it is too broad and covers people that may not have the proper training. Here are my qualifications that the MS DPS would have ignored in having an Enhanced Sticker put on my MS Firearms Permit:

I just threw 2000 up as a random year. But in the past 15 years training in the military has changed a lot. But I am speaking for the Marine Corps because that is where I did all of mine and I was an instructor. The focus of the handgun has taken a more modernized combat approach so there isn't just the known distance 7, 15, and 25 meter ranges anymore, now there is quick action drills and moving drills. I was just saying 2000 because with the sart of OEF things have changed from the prior mindset.
I do agree I guess that you can't pick and choose who has to and doesn't have to take the class, if everybody does then it puts everyone on the same level, on paper of course. It sets a minimum standard that wasn't there before.

That is an impressive list, I hope to get something like that one day for sure. For now all I have is a being a PMI and a Marine Corps combat vet with a lot of time as a machine gunner and grunt. The majority of my training came from getting shot at and having to shoot back and make the rounds hit the target, no spray and pray. I had the pleasure of teaching the M9 to a lot of Marines along with the M16 and because of that I was able to take myself to a high enough level to compete in division matches and medal in them as well, I just never got to go higher because of deployments.
But I digress, training should be mandatory in order for us to have reciprocity with as many other states as possible. Obviously NY, CA and IL won't happen but we can try right? As it sits now I can't even drive up to MI and have it be legal, as soon as I leave MS state I have to unload and separate the gun and ammo and that doesn't make me happy at all.
