How to Destroy a Competition?
Too many rules. (See thread on Clash of Metal Rules) Only thing that was wrong with C of M was horn jumping. Shooters timing the draw because of the cadence of the "Standby" command and the Horn. The horn needs to be altered so there is say maybe a random 1 to 4 second delay after the button is pressed before the horn sounds.
Do not reply on here that anticipating the horn and drawing early has not been going on at this competition. Joel and I both saw it at the December C of M. We practiced anticipating the random Pocket Pro II beep after that match. I am a genius at it. My lowest time was 0.3 seconds on 8 inch plate at 35 feet. My normal draw for this is 2.0 seconds.
Forget all those rules. Do not change the rules for something that is working.

I think the rules are pretty straight forward and simple. It's only a page or so. The intent is just to create some consistency from one matc to the next. It was pointed out that the way "by's" were handled was not consistent. To prevent future problems it was decided to document the rule. I really think golfer is doing a good job keeping it simple.

Not training to cheat.
To clarify the original post, Joel and I were "anticipating" the beep during training just to quantitate for ourselves how much of an advantage another competitor might gain using this "technique" on the draw. In my case it gave me as much as a 1.7 second advantage over my normal reaction time to draw and hit a 8 inch plate at 35 feet.
We have no intention of cheating or training to cheat. I had rather be dead last than cheat.

Maybe this is a case of in-exact phrasing, but with respect, I have to ask..why would I NOT want to game the buzzer? I want to be the fastest off the buzzer. You yourself admitted that in clash getting your first shot off first was crucial. I think (or at least hope) you were referring to what we call "creeping". If creeping was indeed occurring then an RO should be catching that. However, suggesting that people shouldn't game the buzzer, ignores the fact that it's a speed event that rides on a razors edge of being within the rules and breaking them. Clash from the beginning has been likened to "drag racing" with guns. It is treated as such. My 2 cents, take them for what they are worth.

I for one have never noticed anyone jumping the horn, or even creeping....

I tried changing the cadence when I held the buzzer but people got testy about me waiting 2-3 seconds to hit the buzzer.

I go on the beep...have been for 23 years, doesn't matter the discipline: Clash, Outlaw, USPSA or ICORE. JUST GO!

People complain about no rules .... Then people complain about rules.... Then people look for something else to complain about.... I think it's tme for everybody to put there big boy and big girl pants on and just shoot and have fun. Someone jumped the horn at the last match and they were warned - they lost the run anyway. Maybe just to give some people something else to whine about we should have a rule for horn jumping

Golfer, you are wise beyond your ears. 
It looks like you guys have made a nice effort to get some basic structure and consistency by asking your membership what they want. The rules may need to be tweaked a little going forward but you're heading in the right direction if you ask me. Just wanted to say thanks.

I wasnt aware of any rules, the only "rule" we go by is to be safe the rest is just a game. If you get that Worked up over rules it might be time to change hobbies?
One reason i quit drag racing, everybody wanted to cheat or lie. I moved one.
I enjoy shooting too much to let little things like that get in my way

John - LOL -!! but thanks - it means alot coming from you. Don't know what you must put up with every month running the USPSA. God bless you !!! Oh wait, you have rules !!
