If there were two LEOs in the car, why didn't the other officer shoot the SOB?

Something is weird about this.

How can a handcuffed prisoner run from them and get the officer's gun and shoot him?

This just keeps getting better and better. Now there was another car. WTH... I have a theory, but can't say.
