The case was filed in September 2010 .. too early for any movement ... IMHO.

Re: 18yr old - handgun purchase!!
If memory serves, Heller was first in line to get his permit. They declined his application because he brought in a 1911. Detachable mags are a no no. Every time we get close to the end zone, they move it back. We have a slim majority on the Supreme court, hopefully Oby doesn't get to name a new one.
I'll go up there like "Weekend at Bearnie's", wheelchair in a stiff conservative to vote yeah or neah. Heck, most of them are stiffs to begin with so nothing would seem out of the way.

In a perfect World your idea of training would be great. I don't like the idea of mandatory training to possess firearms. Some Bureucrat will corrupt this to be a BIG problem. I have seen CCW classes in Ohio as expensive as $300, just because the training is required to have a permit issued.
The Federal Law states 21 for handgun purchases. Mississippi Law also require a handgun purchaser to be 21.
Doug
federal law requires you to be 21 to buy from a ffl dealer and 18 for private transaction
Mississippi law requires you to be 18 or over for any firearm.

There are also Federal and MS State Laws against people under 21 buying handgun ammunition.

Dagum.... I didnt't Know this!!!!!!!!!!!!
I bought my 19 ( soon to be 20yo) daughter a handgun and paid for SD training.. only to find she can't legally have it.. now you say she can have it??? She has already move to Oxford ( from Clinton) to go to school. I would really like for her to have it available in her car traveling up there and back.

Re: The Federalist Papers
This is why in one section (62, I believe, I don't have my copy with me) it was argued that we should not put a "Bill of Rights" in the Constitution. As soon as you list a "right", the government must define it and by definition control and regulate and restrict that right. But if the government can restrict that right, then it is no longer a right but a privilege. And to use Doug's example of the $300 Ohio CCW class, they can make it impossible. Take for example the National Firearms Act, The NFA, which regulates machineguns, supressors, short barrelled weapons, etc. During congressional testimony for the bill, which was originally intended to BAN such firearms, testimony was given saying that to ban them would be unconstitutional based on the 2nd amendment, but that they could regulate the transfer of such weapons and charge a tax that would be so high that the average citizen could not afford it. In 1934 a new Ford 40A cost $535. The $200 transfer tax was prohibitive in 1934. So government has always followed this path to gain more power and control. You can own a handgun in New York City. You just have to have "approval" under the Sullivan Act. Guess how many get this approval? Ha ha. According to what I've found on the web, around 30,000 out of 8 million citizens. Once you set a limit, and start defining "rights" you are eroding those same "rights".

Oh yeah, same thing happened to me last year. Everyone and their mother who was "in the know" said it was illegal for me to own a handgun, and that it was double illegal for my folks to give me a handgun. I looked it up and it should be perfectly legal in the eyes of the law, but good luck convincing anyone!

SEC. 97-37-14. Possession of handgun by minor; act of delinquency; exceptions.
(1) Except as otherwise provided in this section, it is an act of delinquency for any person who has not attained the age of eighteen (18) years knowingly to have any handgun in such person's possession.
As long as your 18 your good to go...

Re: 18yr old - handgun purchase!!
Do they really look at the age of a person with a handgun in say a traffic stop? I have had one in the vehicle with me ever since I had a drivers license. My children will have a handgun in the vehicle with them as well when they start driving as well, unless for some reason I feel they aren't mature enough to have it in there. Of course all my friends did the same, so it wasn't something we played with driving around. Shot a many a beer can, turtles, and snakes off the bridges though.

At 19 I was an MP in the Marine Corps and I was carrying a 1911, replaced within a year by an M9 but had to get my Dad to buy me a 92FS.
On a side note: I received a Buckmark .22lr for my graduation from high school.

I think 18-20s should be able to take a "course" (unless they were in the military) to PROVE they are RESPONSIBLE enough to posses any firearm.
And YES...... There are MANY adults out there who have NO BUSINESS anywhere near a firearm due to their LACK of proper "firearm education".

Ha! You seem to be one of the exceptions. Perhaps I should rephrase that with "irresponsible teenagers with kids scare me more that teenagers wit guns.

I know I'm much more dangerous with a long gun.

I can think of a few myself that shouldn't operate a motor vehicle much less something intended to be deadly!
